Richmond City Council set aside $3 million for the 2025 budget cycle to be used on district-specific projects proposed and voted on by the public. In April 2025, over 5,000 people who live, work, or study in Richmond voted on their favorite projects using ranked choice voting.
What is ranked choice voting?
Instead of only voting for one project, ranked choice voting allows voters to rank the projects in order of preference: first, second, and third. Ranked choice voting allows voters to express support for multiple projects and ensures winning projects will have majority support.
The ballots will be counted in “instant runoff rounds” where projects receiving the fewest top-choices are eliminated and their supporters’ ballots are then counted toward the next choice indicated on each. The first project to reach over 50% of the vote will get funded. Further funds will be allocated to the next selected project(s) UNTIL district funds have been exhausted.
